When you receive a third-party inspection report, you may see defects classified as Critical, Major, and Minor. The report may also show AQL limits, acceptance numbers, rejection numbers, and a final inspection result.
For many first-time customers, this is where inspection reports become confusing. A product issue may sound small in words, but still affect the shipment result. Another issue may look obvious in photos, but may not be serious enough to reject the shipment by itself.
Defect classification helps you understand not only how many problems were found, but how serious those problems are.
Why Defects Are Classified Into Different Levels
Not every defect has the same impact on your product.
A missing safety warning on an electrical item is not the same as a small scratch on outer packaging. A broken zipper on a jacket is not the same as a loose thread inside the garment. If all defects were counted in the same way, your inspection report would be harder to read and less useful for making shipment decisions.
This is why inspection reports usually separate defects into three levels: Critical, Major, and Minor. Each level tells you how much risk the defect may create for your product, your customer, and your shipment decision.
Clear classification also helps communication with your supplier. Instead of only saying “some defects were found,” the report can show which issues need immediate attention and which issues may be acceptable within the agreed limit.
What Critical Defects Mean
Critical defects are the most serious category. These are defects that may create a safety risk, violate an important requirement, or make the product dangerous or unacceptable for use.
Examples may include exposed sharp edges on a children’s product, incorrect required warning labels, electrical products with incorrect safety specifications, a safety component that does not work, or a product that cannot perform its essential safety function.
In many commercial inspections, buyers set Critical defects at AQL 0.0. In practical terms, this usually means zero tolerance in the inspected sample. If one Critical defect is found, the shipment result may fail because the risk is too serious to treat as an ordinary quality issue.
The exact definition still depends on your product and your requirements. A defect that is Critical for one product may not be Critical for another. For example, a sharp metal burr may be a serious safety concern on a product handled by children, while a small cosmetic mark on industrial packaging may be treated very differently.
What Major Defects Mean
Major defects are problems that may affect product function, normal use, customer acceptance, or product value.
For most commercial inspections, Major defects are the main focus. These are the issues that may lead to returns, complaints, discounts, or rejection by your customer after delivery.
Common examples include a broken zipper, wrong size measurement, missing important accessory, incorrect label, poor assembly, serious stitching defect, visible stain, or a function that does not work as expected.
From our experience, many shipment decisions are made around Major defects. The product may not be dangerous, but the issue is serious enough that your customer may not accept it. That is why Major defects usually need close attention before shipment.
What Minor Defects Mean
Minor defects are smaller issues that usually do not affect the product’s basic function, but may still affect appearance, presentation, or customer experience.
Examples may include a small cosmetic mark, slight stitching irregularity, minor printing imperfection, small packaging dent, or a loose thread that does not affect use.
Minor does not mean “ignore.” It means the impact is lower compared with Critical or Major defects. If Minor defects appear occasionally, they may be acceptable within the agreed AQL limit. If they appear repeatedly across the sample, they can still show weak workmanship control.
This is why a report should not only list the number of Minor defects. Photos, defect descriptions, and defect locations also matter.
Does AQL 2.5 Mean 2.5% of Products Can Be Defective?
No. This is one of the most common misunderstandings.
AQL 2.5 does not mean you agree that 2.5% of the total shipment can be defective. AQL is an acceptance criterion used to evaluate the inspected sample, not a direct percentage applied to every piece in the full order.
For example, if 315 pieces are inspected under a certain sampling plan, the report will compare the number of Major defects found against the acceptance and rejection numbers for the agreed AQL level.
If the limit for Major defects is Ac 14 / Re 15, this means the sample can be accepted with 14 or fewer Major defects and rejected at 15 or more Major defects. The number comes from the AQL table, not from simply calculating 2.5% of the shipment.

How Defect Results Appear in an Inspection Report
A typical inspection report may show the inspected quantity, the defect classification, and the number of defects found under each category.

A defect count alone does not determine whether a shipment passes or fails. The result must be compared with the agreed AQL acceptance and rejection limits.
If the AQL limit for Major defects allows up to 10 Major defects, then 8 Major defects may still be within the acceptance limit. If the limit for Minor defects allows up to 14 Minor defects, then 12 Minor defects may also be within the limit.
But if one Critical defect is found under a zero-tolerance requirement, the result may fail even if Major and Minor defects are within limit.

What to Do When Defects Exceed the AQL Limit
If defects exceed the agreed AQL limit, it does not automatically mean there is only one possible decision.
The next step depends on the defect type, defect quantity, product risk, delivery schedule, and your customer’s requirements. In some cases, you may ask the supplier to review the findings and explain the cause. In other cases, rework, sorting, replacement, or additional inspection may be needed.
For example, if the report shows too many wrong labels, the supplier may need to sort the shipment and correct the affected cartons. If the issue is poor stitching on garments, rework may be possible. If the issue is a failed function, you may need stronger verification before making a shipment decision.

Why Defect Criteria Should Be Confirmed Before Inspection
Defect classification is easier to apply when expectations are confirmed before the inspection.
Before the inspection date, you should confirm the AQL levels, product specifications, approved sample details, packaging requirements, and any special points that matter for your product.
Different products have different expectations. A small scratch may be acceptable on bulk industrial packaging, but not acceptable on a premium retail product. A slight color difference may be tolerable for one order, but not for a uniform program where all pieces must look consistent.

When Testing Is Needed Beyond Visual Defect Classification
Some defects can be classified during normal on-site inspection because they are visible or can be checked by simple function tests.
Other risks cannot be confirmed by appearance alone. Waterproof performance, material composition, chemical safety, color fastness, coating durability, or strength performance may require independent laboratory testing.
